Analysis Of Budget Realization Reports On Financial Statements of the Personnel Agency North Sumatra Province in 2024

Abstrak

Purpose – This study aims to analyze the financial performance of the North Sumatra Provincial Civil Service Agency (BKD) through the 2024 Budget Realization Report, Balance Sheet, and Operational Report. The research evaluates the agency’s effectiveness, efficiency, and accountability in managing regional financial resources according to Government Accounting Standards (SAP) and the principles of good governance.

esign/Methodology/Approach – The study employs a descriptive qualitative method using secondary data obtained from official government financial documents, including the 2024 Budget Realization Report and related accounting records. The data were analyzed descriptively to identify patterns of budget absorption, asset growth, and expenditure structure, supported by theoretical frameworks from public sector accounting literature.

Findings – The results show that BKD achieved a budget realization rate of 96.28%, indicating effective budget implementation. Total assets increased by 89.14% compared to 2023, driven by investments in fixed assets such as land, buildings, and equipment. Expenditure was dominated by personnel costs, while the operational report recorded a deficit of IDR 32.42 billion, consistent with the nature of non-revenue-generating government agencies. These findings suggest that BKD’s financial management aligns with principles of transparency, accountability, and value for money.

Originality/Value – This study provides empirical evidence of effective financial governance in regional public institutions, highlighting the importance of performance-based budgeting and strategic asset management. The findings contribute to the understanding of how regional government agencies can enhance fiscal discipline and institutional performance within the framework of public sector accountability
